Implemented the following changes in this PR:

    Updated the existing endpoint to generate NDG ,now first we check in our database (ndganag table); if not found, a third-party API is called as a fallback

    Done GEPAFINBE-223: Created a new endpoint to fetch NDG by VAT number
    appointment-controller GET : /v1/appointment/vatNumber/{vatNumber}

    Done GEPAFINBE-225: PEC email
